Good practice from Bulgaria identified by SZREDA has been approved in the INTERREG Europe platform

The team of Stara Zagora Regional Economic Development Agency (SZREDA) received recognition for its work. A good practice that has been identified by the Agency in the scope of the GPP4Growth project has been approved and uploaded in the website of the project in the INTEEREG Europe platform. This means that the good practice from Bulgaria can be identified by any organization in the EU and transferred as inspiration from Bulgarian experience.

The title of the good practice is: From November 1, 2018, the Bulgarian administration stopped the paper exchange of documents

From 1 November 2018 the Bulgarian administration suspended the paper exchange of documents. More than 700 central, regional and municipal structures are switching to fully electronic document flow between them. The measure set in the legislation will lead to a 6-fold increase in the efficiency of administrative exchanges. On an annual basis, more than 100 tons of paper are expected to be saved, significantly reducing the cost of purchasing it, as well as printing supplies, courier services and more. Towards the end of October last year 719 are the actual participants in the Electronic Communications Interchange System (EMS), through which the electronic document flow is carried out. This is the first comprehensive national measure to eliminate the paper administration, as well as one of the main measures to reduce the administrative burden for citizens, businesses and the administrations themselves.

The electronic document exchange is secure and is carried out in a controlled environment and the documents are secured by electronic signature. This allows you to track the exact time of sending, receiving, and registering the document. This enhances the control of institutions both on the part of consumers and between administrations themselves.

SZREDA is a partner of the project "GPP4Growth - Green Public Procurement for Regional Growth through Resource Efficiency", funded under the INTERREG EUROPE Program. The lead partner is the University of Patras, Greece and nine partners from nine EU member states (Greece, Italy, Poland, Belgium, Spain, Latvia, Bulgaria, Ireland and Malta).

The main goal of the GPP4Growth project is to improve the capacity of local authorities and institutions to implement resource-efficient policies and promote eco-innovation and green growth through the effective implementation of Green Public Procurement. 7% the number of companies in the partner consortium regions that take environmental factors into account, and are spending on this in the production of goods, deliveries and services.
